The House voted Thursday to endorse a greatly expanded GI education benefit for veterans of Iraq and Afghanistan to be financed by a proposed .47 percent surtax on the wealthy.
The action pushes Democrats into new political territory for this Congress: raising income taxes outright on the rich to pay for new spending — and not just to shift the burden and pay for tax breaks for the middle class.
Individuals earning more than $500,000 and couples with joint returns in excess of $1 million would feel the surtax, which would apply only to income above the threshold level. Republican tax writers said small business partnerships and Subchapter S corporations would be hit as well, but Democrats argued that the education investment—costing $52 billion over 10 years—was warranted and worth the political risk on the tax issue.
“You talk about working families? We’re talking about asking people who make over $1 million a year to increase their taxes $500 for these veterans to go to college,” said Rep. John Tanner (D-Tenn.). “This is dedicated funding, and it comes from people in this country who have to most to give to the people who gave the most.”
Thirty-two Republicans joined the majority on the 256-166 vote, a rare showing of bipartisanship in the bitter debate over Iraq policy that had provoked yet more political maneuvering on the floor just minutes earlier.
In an effort to embarrass Democrats, scores of Republicans opted to vote “present” on the question of providing an additional $162.5 billion for the Defense Department as part of a larger wartime spending bill. Anti-war Democrats —joined by just two Republicans — found themselves suddenly in command as a result; amid cries that “the war is over,” the war money effectively fell out of the bill on the 149-141 vote with 132 Republicans recorded as present.
Minority Leader John A. Boehner (R-Ohio) argued that the ploy was justified to expose the Democratic majority. But coming just a week before Memorial Day, the raw politics was striking.
Senate Majority Leader Harry Reid (D-Nev.) must now try to find a way to get the military operations funding back on track when the Senate turns to the bill next week. Even as the House was voting, the Senate Appropriations Committee was including $168.9 billion for defense in its own package Thursday. As majority leader, Reid has some discretion in trying to weave the pieces back together.
The awkward legislative process adopted by the Democrats remains a genuine sore point, and the House and Senate Appropriations Committees have had to struggle to keep to the winding path set out by the leadership.
“The process is a phony process, it is a cover-up process,” said Rep. Bill Young (R-Fla.), a former chairman of the House Appropriations panel. And Mississippi Sen. Thad Cochran, the ranking Republican on the Senate panel, warned Democrats that he couldn’t promise how fellow Republicans would “respond” to the committee’s recommendations.
It is a bit more that immigration visas for foreign workers. It is a massive amnesty for millions of Ag Workers.....pushed by Larry Craig and Diane Feinstein....the week after a bloated 300 Billion dollar plus Agriculture Bill with goodies for all good Big Ag Growers included. Passed by Democrats.
This is what those "immigration visas for foreign workers really is...............Senate committee adds amnesty for 1.2 million illegal ag workers to Iraq spending bill -- On a 17-12 vote this afternoon, the Senate Appropriations Committee added Sen. Feinstein's ag amnesty to the Iraq supplemental spending bill.
The 'Hill' reports tonight that:
“For instance, Congress including in the domestic-programs amendment a provision that would help pave the way for undocumented agriculture workers to win legal status, an amendment that could reopen Congress’ rancorous debate over immigration policy. The supporters of the so-called Ag-Jobs measure, Sens. Dianne Feinstein (D-Calif.) and Larry Craig (R-Idaho), say the five-year program is needed to keep farms operating and crops growing. The provision was added by a 17-12 vote. But critics say that it amounts to amnesty for people who entered the country illegally, and warn that it could imperil support for the underlying bill. Sen. Ben Nelson of Nebraska, a conservative Democrat who voted against the Feinstein-Craig amendment, said it raises a “red flag.” He said he would wait until he sees the final product before determining whether to support the bill. Other immigration measures were added as well, including one by Sen. Barbara Mikulski (D-Md.), who sought a three-year extension on a returning worker provision under H-2B visas, which she said was necessary to save seasonal businesses like seafood companies. That amendment has the support of Sen. Judd Gregg (R-N.H.). “It could be the end of crab meat,” she warned if the amendment were to be rejected. It was added to the Iraq-funding portion of the bill.”
Last week, on C-SPAN...members of the United Farm Workers Union, founded by C. Chavez , most legal Hispanic farm workers, testified before congress that they could not get agricultural work in California or Texas. That Big Ag Companies and Vineyards, etc. preferred to hire illegal workers or import foreign workers because they paid them three dollars less an hour.
It would seem that even with your 300 Billion dollars in their pockets...they can't pay the United Farm Workers a decent salary..and with friends like Feinstein and Craig and the seventeen Senators who voted for this to be put on the Iraqi spending bill...........THEY DON'T HAVE TO HIRE AMERICAN WORKERS. Who DO want to do the work. But are refused the opportunity to do by USA Senators pandering to BIg Ag Workers who like taking the big bucks from the taxpayers...then importing even more cheap foreign labor.
I would rather give those Hispanic workers in the United Farm Workers Union a job than eat Crabmeat.I would much rather have an open, honest Senate than eat crabmeat.

LAST WEEK..............I saw a replaying of a Congressional Committee on CSPAN which carried testimoney by the United Farm Workers. This Union, founded by C. Chavez, mainly represents Legal Hispanic Agricultural Workers in the USA.
Their Officals testified..last week..that they went to these growers and farmers in California and Texas..etc. asked for work..and they REFUSED to hire Legal American Workers ..who did want those jobs...because they can pay imported Foreign workers..or illegal workers that Feinstein and Craig are pushing...three dollars an hour less.
I watched it because in the Seventies...I was a young teacher..and had just joined the New Teacher's Union. We supported Chavez and his drive to form a Union. We knew the Big Ag Growers were breaking the backs of workers in California and elsewhere with illegal workers and imported cheap foreign labor. So we marched around the School Administration Building, we held candles and at sunset we signed pleges that we would not eat grapes or lettuce until Chavez had a Union. And the Big Ag Growers were made to follow the law. And I did not eat grapes or lettuce until Chavez got his Union. He marched to the Mexican Border and soon after....the United Farm Workers Union was formed. And even then the Big Ag Growers copied his the UFW logo...so we had to look for the Eagle. The Eagle was Chavez and the FWU.
It is almost forty years latter..........the Farm Workers Union is still being beaten to death with illegal workers..like these or imported foreign workers like Milkulasi of Maryland is pushing. and what I consider, corrupt polticians are still carrying the bag for the Big Ag companies.
This is a sad night. I see that line of teachers..hundreds of them..marching around that building..thinking we could make a difference..and the only thing that really makes a difference is MONEY and POWER.
The Vote is tomorrow.
Where is your precious retention now, McSame? Where is the continued indentured servitude with the promise of a higher education at the end of the ever-growing tunnel?
I guess we will have to start collapsing our empire now, as veterans leave after their initial tours and the military gets spread even thinner. Damn, and we were doing such good work in Australia and Germany!

Pelosi, Reid, et al can suck it! Democrats in congress have squandered their political capital and taken out high-interest loans on their moral authority. They have continued to fund the stupid war which I call Operation Enduring Defense Contracts, and used it as leverage to pile on the pork.
However, there is one Senator in particular who was right from the beginning, and he will get my vote for president.
I frequently lose sleep at the prosepect of millionaires being asked to pay their fair share of income tax.
I'll wager that none of the folks defending the millionaires on this board make more than 100,000 a year.
You'd think that the hyper-wealthy were some sort of feeble minority instead of the folks holding the purse strings on campaign contributions.
Time for a bit of sacrifice to aid our vets.
Long overdue.
It is called Log Rolling. and it is despicable. Just like the two Senators who brazenly attach it to a war bill. Whether you like the war or not......and I quit thinking the Democrats are nothing but more of the same as the Republicans when they did not...will not stop that war................but STILL................We Want our troops to have what they need........and good medical care.........and a chance at an education...and I don't care if they serve three years or thirty...One Day in Iraq is worth one One month of money to send them to school..........or buy a new leg..........or pay for Plastic surgery to cover burn scars............
So, in my opinion, these Despicable Senators............whose offices were saying THEY were NOT trying to attach any Amnesty Bills while they were In Committee doing so..........LOG ROLL...Put a despised bill Onto a popular one or one that has to pass....................knowing full well it would never be passed on a Roll Call Vote.
Log Rolling is one Way Sen. Kennedy gets his apparently unlimited Hate Crimes Bills Passed. Amnesty Bills are also Log Rolled. They are playing the Taxpayer for Fools. The Budget Office of Congress....The Heritage Foundation..Groups not prone to lying or hyperbole.............both, and with Economists from Harvard and the Chicago School of Economics...state that the AVERAGE UNSKILLED, UNEDUCATED AGRICUTLURAL AND UNSKILLED VISA WORKER PLUS FAMILY AND THAT IS INCLUDED IN THIS BILL..................WILL COST Y0U $23,000 A YEAR IN EDUCATION..SOCIAL..MEDICAL...BENEFITS...A YEAR.
AND that $23,000 is AFTER $10,000 from their total cost to you of $33,000 has been deducted. One the chance they paid some social security taxes on stolen cards and sales taxes.
Feinstein and Craig and Mulkas...whatever...the Senator from Maryland who is concerned your crabmeat you eat every week will not be readily available........CRABMEAT? while we struggle to buy pork chops? Talk about the Elite speaking to the Elite............goodness, we would not want the thin as a rail Senator to go without her Crabmeat...or Lobster..or Filet Migon..or French Chocolates...goodness, no.

ANY GI bill should be an incentive to serve in the military. Period.
There are people who would make the military a career because that is their calling. That is also their reward. The GI bill was designed to reward citizens for serving their country in the military. It was not intended to be a re-enlistment incentive. There are many of those already on the books and they do a very good job of rewarding those who elect to become professional solders. So do I think it fair that the person who served 3 years should get the same civilian education benefits as a career solder? Absolutely! That was probably one more solder covering your back than you would have had otherwise. One more solder who volunteered to fight. That is also one more educated member of this country to defend your educational rights on active duty when he is no longer a solder and becomes a veteran.
As for the ag bill? If the congress continues to fund the rights of foreign workers to benefit big business above the rights of American citizens and legal immigrants an uprising of said illeagals will be the least of their worries.
It would be a good idea to remember how violently Americans respond to leaders who make decisions without giving it's citizens a voice in the process. Especially when those decisions are to the detriment of the people these leaders are supposed to represent.

My Friends,
We are all aware that next January, the political leadership of the United States will change significantly when a new president is sworn into our nation's highest elected office. It is important that the candidates who seek to lead our country after President Bush define their objectives and what they plan to achieve not with vague language but with clarity.
What I want to do is take a little time to describe what I hope to have achieved at the end of my first term as president. I cannot guarantee I will have achieved these things, but I am presumptuous enough to think I would be a good president.
By January 2013, at the end of my first term as president, America has welcomed home most of the servicemen and women who have sacrificed terribly so that America might be secure in her freedom. The Iraq War has been won and Iraq is a functioning democracy. The threat from a resurgent Taliban in Afghanistan has been greatly reduced but not eliminated and there has not been a major terrorist attack in the United States since September 11, 2001.
The United States has experienced several years of robust economic growth and Americans again have confidence in their economic future. Congress has lowered taxes and passed fundamental tax reform offering a choice in how taxes are filed. Americans, who through no fault of their own, lost jobs in the global economy they once believed were theirs for life, are assisted by reformed unemployment insurance and worker retraining programs.
Public education in the United States is much improved and test scores and graduation rates are rising everywhere in the country. Health care has become more accessible to more Americans than at any other time in history.
The United States is well on the way to independence from foreign sources of oil; progress that has not only begun to alleviate the environmental threat posed from climate change, but has greatly improved our security as well.
Scores of judges have been confirmed to the federal district and appellate courts, including the U.S. Supreme Court, who understand that they were not sent there to write our laws but to enforce them.
Voluntary national service has grown in popularity in part because of the educational benefits used as incentives, as well as frequent appeals from the bully pulpit of the White House, but mostly because the young Americans understand that true happiness is much greater than the pursuit of pleasure, and can only be found by serving causes greater than self-interest.
This is the progress I want us to achieve during my presidency. These are the changes I am running for president to make. I want to leave office knowing that America is safer, freer and wealthier than when I was elected.
There are serious issues at stake in this election, and serious differences, but it should remain an argument among friends; each of us struggling to hear our conscience, and heed its demands. Each of us, despite our differences, united in our great cause and respectful of the goodness in each other. That is how most Americans treat each other. And it is how they want the people they elect to office to treat each other.
We cannot again leave our problems for another unluckier generation of Americans to fix after they have become even harder to solve. I'm not interested in partisanship that serves no other purpose than to gain a temporary advantage over our opponents. We are all compatriots. We are fellow Americans. I intend to prove myself worthy of the office, of our country and of your respect. I won't judge myself by how many elections I've won. I won't spend one hour of my presidency worrying more about my re-election than keeping my promises to the American people.
And now, I call on you to do your part in making this vision a reality. I am not presumptuous enough to think that I will be elected our next president without your help, and I humbly ask you today to make a contribution to my campaign of any amount to ensure my campaign is fully funded and able to take my message and vision directly to every American voter.
