What is the Independent Safety and Security Examiner, or ISSE?
The ISSE is an independent entity that was created under an agreement between Facebook and the New York State Attorney General to evaluate and examine Facebook’s complaint handling procedures. Specifically, the ISSE is responsible for evaluating whether Facebook is responding to complaints and reports of abuse within the specific time frames agreed to by Facebook, as described below.
The ISSE is NOT permitted to consider or act on complaints or reports concerning the presence of nudity, pornography, unwelcome contact, harassment or illegal content or conduct on the Facebook site. Facebook is solely responsible for complaint handling, and you should address all such complaints or reports directly to Facebook.
Why Contact the ISSE?
Facebook users and parents and guardians of Facebook users may contact the ISSE with comments or concerns regarding Facebook’s performance in responding to complaints and reports of abuse within the specific time requirements agreed to by Facebook (as described below).
What are Facebook’s Time Requirements for Complaint Handling?
Facebook has agreed to handle complaints and reports of abuse within the following time frames:
2.Within 24 hours of receiving a complaint or report of abuse regarding nudity, pornography, harassment or unwelcome contact via an independent email from a Facebook user or a Facebook user's parent or guardian to Facebook at abuse@facebook.com, Facebook shall respond to the complainant or the complainant's parent or guardian and shall commence addressing the complaint or report of abuse.
3.Within 72 hours of receiving a complaint or report of abuse regarding nudity, pornography, harassment or unwelcome contact via an independent email from a Facebook user or a Facebook user's parent or guardian to abuse@facebook.com, Facebook shall report to the complainant of the steps Facebook has taken to address the complaint or report of abuse.
What if a Complaint or Report of Abuse is Made to the ISSE?
The ISSE cannot and will not handle complaints or reports regarding the presence of nudity, pornography, harassment or unwelcome contact or illegal content or conduct on the Facebook site. Only Facebook will handle such complaints or reports. Should the ISSE receive such a complaint or report, the ISSE will automatically forward it to Facebook for handling. Similarly, the ISSE cannot and will not reconsider or adjudicate decisions made by Facebook in response to a complaint or report of abuse.
Who is the Independent Safety and Security Examiner?
Facebook has appointed Kroll, Inc. as the ISSE. Kroll is an international risk management and security consulting firm, and is a part of Marsh & McLennan, a publicly traded company listed on the New York Stock Exchange. Kroll is independent of Facebook. It should be noted that this website is the only means by which a comment can be lodged with the ISSE. Mailed, faxed or phone comments cannot and will not be accepted.
