If I am looking for a church, as a believer I would want to know about the church before I decided to join. If I am interested I would talk to the pastor. After a few weeks I would hope he would know I was looking for a new church. If I was unsaved I would expect someone to teach me about everything. That discipling should begin after salvation. That takes time.
If I had problems in my former church, well then, I believe God can handle that situation for me. Pastors are to be discerning. If they do not have discernment I probably wouldn't want to join anyway.
