What is green monitor?

In the fight against environmental pollution in China, information is power. New regulations on open government information, made effective on May 1, 2008, marked an important milestone in the Chinese government’s efforts to build sound governance and regulation by giving citizens the right to know who is polluting, with what and what they are doing about it.

Now that the regulations exist, the effort must be to take up the challenge of collecting, analysing and using information to leverage change.

China is now the world’s factory, making the goods that the rest of the world consumes. But the country’s people have paid a heavy price in polluted water and air, in environmental health and in the environmental legacy of future generations. Many of the factories that are polluting China’s environment are part of the supply chain of international corporations, or directly owned by them. Until now it has been hard to discover what international corporations are doing to the Chinese environment. Some have behaved responsibly, but others have not, believing that their activities would not come to the attention of their customers around the world.

chinadialogue, working closely with the Institute of Environmental and Public Affairs, will be helping to make pollution data available to an international readership here on green monitor, highlighting both responsible and less responsible corporate conduct, so that customers may understand – wherever they are – the real cost of the goods they buy.

It's up to the consumer to demand action

Paul French is right when he says that big companies only do the right thing when consumers demand action. So why are Chinese consumers so passive? Do they not care? Are they too busy? lazy? scared? As long as Chinese consumers don't care, the companies won't care either. The west didn't get consumer protection by sitting around waiting for government to act and nor will China.

Global business standard is the solution

Environmental problems cannot be solved until coordinated business standards are adopted globally.

Otherwise, all endeavors will be in vain one way or another. This is similar to the scenario where you solve one problem in one place at the price of causing similar problems elsewhere.

Thanks for your attention.

Enforcement is often more challenging than legislation in China. To ensure that this new legislation be put into use, the NGOs and citizens who care about the issues could do the following two things.

The first thing is to test the new rules in practice. Some local NGOs have plans to send out letters to alert listed polluters that they are legally bound to disclose discharge data within a limited timeframe. Some others plan to follow the rules by posting requests to local agencies over the next couple of months, to ask for such information as the list of polluters in their regions.

If media could follow up by exposing those listed polluters who fail or even refuse to disclose, it will help generate public pressure on the companies to meet the legal requirements.

Secondly, the data disclosed by agencies and corporations shall be collected, categorized and presented in a user-friendly way so that people will appreciate the value of environmental data disclosure. We need to keep in mind that the data itself may be of little use to ordinary users unless it is interpreted properly. We have modified our database to make sure that the corporate discharge data we input is searchable and cross-comparable on our Web site.

how to make sure of the effectiveness

It is a great achievement that the Chinese government will start the trial of this legislation. The next question is how to make sure that it would work. This involves a lot of supervision and management.

So my question to the author is: what would be a possible working model for the public sector and non-profit sector working together to ensure legislation can be effective to the companies that are considered as the main source of water pollution?

A Mistake in The Introduction - Please Change

In the Chinese version of this article, the Chinese characters used for the authors name in the introduction are wrong:

"Public participation needs to top the environmental agenda – for government and NGOs, writes Xinzhou Song."

Currently the Chinese characters are Xinxian Song, rather than Xinzhou Song. Could someone possibly change the article?

Participation is also layered

Today there are a vast number of problems in public life, and no guarantee of basic rights. Mass public participation in environmental protection campaigns is poor - this, surely, isn't surprising.
