I was peripherally attached to the process that created it - they talked about the thing for a few years before formalizing it, and for parts of that period, they referred to the fact that they were talking informally as the "NRO". So the name may have been heard before its founding date.

But the article you're citing refers to the National Reconnaissance Office, which I believe was a precursor of the NSA, not the Number Resource Organization. --Alvestrand 10:58, 11 March 2006 (UTC)
