Yes, you are right, this is still missing from the tag page.
The functionality is technically implemented but the link is missing. I will investigate why and come back to you shortly.

To take this idea one step further, it would be awesome to subscribe to a user+tag feed.  This would be a situation were I enjoy reading the opinion of someone but only on certain topics.  I may not even know the person and they don't know me.  The ability to click on their page then click on one of their tags and subscribe to that tag would be very useful.  With this functionality I could subscribe to a few topics for a user and have them feed into one "folder" in my feed reader.

I think the above could be accomplished fairly easily given your current structure.  To go even further with the functionality, it would be really cool to have a "Personalized Feed" link on each users page.  This could be a third link under the current two rss feed links currently on a users page.   However, when I click on the link it doesn't go to an rss feed, it goes to a configuration page.  I picture in my mind a option button group at the top that toggles between "All comments related to conversations from this user" and "Only comments written by this user".  Below the option group are a set of checkboxes in rows/columns containing the tags associated with the user.  As I make my selections a customized feed is being created.  When I click "finish" I find myself in the "your account" section of the site on a "Personalized Feeds" tab.  On this page is a list of all the personalized feeds I've created with information regarding each one.  In this set of information would be the name of the user (click-able to easily get back to them), a setting for "Automatically add new tags by this user to my feed", and obviously a link that would take you back to the configuration page for the feed.  As apposed to my first "one step further" I assume this would take a lot more work on your end.  The benefit to the user experience however is obvious.  If I liked 12 out of the 25 topics (tags) someone comments I would need to subscribe to 12 tags and manage that in my feed reader.  However, with this functionality I could subscribe to one "Personalized Feed" and easily manage the content being sent to my reader via my coComment personalized feed page.
