Also, since it is impossible to follow all IRC channels, all the time, important discussions and decisions decisions should be summarized in email to the appropriate mailing list.

Quoting from OSAF IRC Channel Logs

You can selectively quote a section of an IRC log by adding &startTime=hhmm&endTime=hhmm to the end of the Log URL provided above. This command has been added to soup so you can invoke it using: ~mark 0900 0923 Returns a portion of the log between 0900 and 0923 Pacific Time
