Not sure if those are blogs...  No permlinks to 'entries' on the ones I've seen.

not sure.  most that I follow right now have only existed a few weeks at best - but, you can scroll back to the beginning if you feel the need, so I imagine that all posts will always be available in some form - anybody have any first hand examples on this one?

they go back all the way to the very first one you just have to follow the time line all the way back..

That link would be comparable to a particular blog entry, yes.  This, though, is your main page:  http://www.plurk.com/user/jtsage

In looking at that page (and the html code), the 'plurks' don't have permlinks listed.  If you click on them, then you will get the permlink for each, but they aren't there until you take some action.  Now that I know what I'm looking for, even though the permlink isn't visible right away, there isn't anything in the rules saying that this is required, so I'd tend to say that these are as much blogs as Twitter...   Grin

Because we're talking about a group of sites, Admin would have to give the say-so.

I was asked my opinion a few weeks ago, and personally, I think Jim has it right:  They're as legit as Twitters.
