Resolution #18 — Voice And Advisory Vote For Credential Holders And Delegates Not Attending General Council
In order to provide a voice from credential holders and church delegates unable to attend the General Council in session, this resolution would provide for advisory votes that would be announced prior to the consideration of a resolution.
RESOLVED, That General Council Bylaw Article IV. COMMITTEES, Section 4. Resolutions Committee, page 111, be amended by the addition of a new paragraph f. to read:
f. Advisory vote by electronic means or mailed ballot. Those ministers and church delegates qualified to vote at a meeting of the General Council who cannot attend the General Council shall be entitled to cast an advisory vote by electronic means or mailed ballot on resolutions submitted by the Resolutions Committee at least 30 days prior to General Council. The office of general secretary shall be charged with providing the mechanism needed for the electronic and mail ballot voting and shall report the results of the advisory votes to the General Council when a resolution is considered. All electronic and mailed ballots shall be received no later than 7 days prior to the convening of the General Council.
