The chief of police should fire that loser for what he did. Apparently he had too much time on his hands being out on paid leave after taking a "nick to his arm in the line of duty". I fully appreciate all public servants, but he gives those that truly care a very bad name.

It's fraud only because they took money. Prior to that it was just a hoax. The problem the Chief has is if this cop ever takes the stand in trial, the first thing a defense attorney will go after is his involvement in a hoax. Cops aren't civilians, they are always on duty if in uniform or not. That's part of the deal you accept when you apply to the academy.
